User Account Changes

WARNED accounts are those that are dormant for over 1 year or 
exceed the 1 Meg storage limit of e-mail & file directory storage. 
Please see the "Help" sections on how to 'D'elete the excess. 

DELETED accounts will need to re-register online and verify 
registration information through the Register to activate use.

BANNED accounts cannot re-register, their known IPs are blocked. 
Reasons for this drastic measure will be provided if needed.
(Somehow I don't think it will be needed)
